pending transactions not displayed on startup

Bug Description
Binary package hint: software-center
s-c 3.0.3
s-c does not display any pending transactions on initial startup.
Steps to reproduce:
- launch synaptic and leave open (this will make sure that s-c transactions stay in the queue and aren't executed - ideal for testing this).
- launch s-c and install an application. Note the entry in 'in progress'.
- close s-c.
- launch s-c and note that no transactions are listed as in progress, this should not be the case.
