The steps in the description reproduce this issue for me on a clean Ubuntu 20.04 server install on either 5.4.0 (GA) or 5.13.0 (HWE) kernels.

The container doesn't need to be privileged. The main steps really seem to be the installation of a classic snap followed by restart of the container.
