livecd-rootfs, used for building this, had a release on 20210830 and on 20210914. This feels like it may be a dead end, as I should have been able to reproduce the error on the 20210903 image built with the 20210830 release of livecd-rootfs if there was an issue in the base build scripts.

for cpc extras, there were changes, but not to any paths touched by a rootfs build (they were to hyperv and oracle builds).

At this point, I'm leaning towards a package change rather than a build change.
