It looks like there's something wrong with the non-amd64 LXD images for Ubuntu Impish. stgraber kindly helped me diagnose the issue and noticed that the problem is likely in the images themselves. Please refer to this issue:

It seems there's some problem snapd's initialization during the image build, which eventually makes snapd.seeded.service block the container boot and causes other troubles (described in this bug's description).

This is currently blocking the docker.io package from migration from impish-proposed.
