Remove pushpin on ppc64el, riscv64, s390x

Bug Description

The package no longer builds on these architecture on Debian.

$ rmadison pushpin
pushpin | 1.36.0-2 | unstable | source, amd64, arm64, armel, armhf, i386

I've removed the ppc64el and s390x binaries, since the build-dependencies are not satisfiable on these archs and the architecture removal has propagated to Debian testing.

riscv64 is a different matter, the build-dependencies are satisfiable there but the package failed to build; and riscv64 is not a Debian architecture so we can't follow their lead. Is there another reason we should remove the riscv64 binary instead of fixing the build failure?

Oh, I only checked that this package is BD-Uninstallable on Debian. And at https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=1029943 the maintainer want it to be removed on riscv64 too.

So actually it's because rust-ring is not built on Debian due to failures in tests. But Ubuntu has this package on riscv64 since we don't run tests.
