I would like to see the default be private. However, the best way to accomplish this is still not entirely clear. Probably the udev rule makes the most sense, but if ipv6 is up early enough, sysctl would be sufficient.
It does sound like network-manager would be required to have a toggle, though, based on the RFC. That may need to be implemented first.
