I agree that this should be turned on by default. For any entry in the net.ipv4.conf or net.ipv6.conf trees I believe both ".all" and ".default" should be set to achieve the desired effect. In this case the proper sysctl.conf settings are:

net.ipv6.conf.all.use_tempaddr=2
net.ipv6.conf.default.use_tempaddr=2
