I get this same behaviour, only it's F8 that is supposed to take me to 0% on my MBP 1,1.
F10 (my brighten button) takes me right up to 100%. One would think that this should be gradual.
The interesting thing is that both F9 (my dimmer button) and F8 (my cut-to-0% button) mirror each other in that they both perform the same function, gradually dimming the keyboard back-light, so I don't have cut-to-0% functionality.
