I put a preliminary "plymouth-disabler" package at lp:~smoser/+junk/plymouth-disabler It simply lays down .override files.
one bit of wierdness is that you then have to --purge to remove the changes that its installation caused.
Ie,if you install, and then remove without --purge the .override files are still present and plymouth is still disabled.
