I uploaded a first shot at a focal/groovy revision of this as:
  dpdk_19.11.7-0ubuntu0.20.04.1~ppa1_source.changes
  dpdk_19.11.7-0ubuntu0.20.10.1~ppa1_source.changes
to the PPA [1].

That is the most recent released LTS version plus the reverts of the identified breaking changes as proposed to <email address hidden> [2].
