I had a similar issue. I could activate 'Hover click' but it was flaky then would stop working. This was when I upgraded from Ubuntu Impish 21.10 to Jammy 22.04.
'Hover Click' was working fine for me in Impish but not in Jammy. I found switching from Wayland to Xorg got 'Hover click' working for me on Jammy.
I don't know whether I was on Xorg or Wayland on Impish but that's what I would suggest you try out.

Alternatively, see if upgrading to Jammy 22.04 and then using Xorg gets 'Hover Click' working.
