    Fix timeout in EC2 CloudController.create_image()

    Fixes bug 989764

    The timeout bounding the wait for the instance to stop is intended
    to be 1 hour, but the code incorrectly specifies 60 hours instead
    (no practical client is going to wait that long for a response).
