This bug was fixed in the package newpki-server - 2.0.0+rc1-13ubuntu1

newpki-server (2.0.0+rc1-13ubuntu1) maverick; urgency=low

  * debian/control: newpki-server should not recommend newpki-client,
    since it ends up installing graphical libraries that do not belong
    on a server; suggest it instead, LP: #598027
