Confirm that the problem is still in 16.04. To Pawel - yes "systemctl enable NetworkManager.service" - that is the fix. But why is it necessary for a released version? Someone asleep back there, this release was supposed to adopt systemd for better (or worse) so why is upstart still in control of networkmanager?
