In fact your bug was about two issues. One is reported here (the fact that soft-restarting the connection essentially kills the VPN) and the other is that network-manager-openvpn doesn't expose the possibility to change the Cipher from the default value (BF-CBC) in the GUI (but you can do so in gconf-editor).
