dhcp <--> static ip doesn't work from GUI

Bug Description
I am using Ubuntu 8.10 and having a problem. When I am trying to change from DHCP to static IP address via Graphic User Interface the IP address is still the same (after system reboot), but when I am trying to modifiy /etc/network/
Also I've seen the same problem when I was using Linux Mint 6, codename "Felicia".
Can someone check it, please?

Please attach your /etc/network/
Do you use different locations for DHCP and static settings? If so please attach the files under ~/.gnome2/
What version of gnome-system-tools are you using? Run the following command from a terminal:
$ apt-cache policy gnome-system-tools
