I have the same bug and can confirm the following within several systems:
16.04, 16.10, 17.04, 17.10 and 18.04 (ubuntu standardversion without any Desktop manager customizations)
If I copy from Desktop into a nautilus-window or if I copy from a nautilus window to the Desktop I will have no copy or moving dialog.
This happens with Ctrl + C and Ctrl + V as well as with the context menu.
If I navigate within the nautilus window to the Desktop-directory and copy/paste/move I will get a copy dialog either a progressbar or a pie-icon (in newer versions).
This Bug happens every time and on different systems. It seems that the Desktop is not bound to nautilus correctly.
Please fix this problem since I don't remember my work-around all the time and have to wait blindly until my copy/moving-actions has finished.
