Ubuntu 22.04 LTS only displays centered desktop image with background color absent, or background color with image display set to "none". It will not display a centered image and background color at the same time. This happens with both light and dark themes.

Ubuntu 20.04 LTS displays an image centered and a custom background color at the same time.
