I've tried reproducing the issue in Fedora 28 daily live image to see whether the problem is specific to Ubuntu or not. Using the same computer, I was unable to reproduce the bug. Could this be related to some of the Ubuntu-specific patches?
Moreover, If I remember correctly, when I tried Ubuntu 18.04 daily live image on April 17th, the top bar and shell dialogs appeared to be properly displayed.
