I've just come across this bug myself with mantis_1.0.7+dfsg-1_all.deb.

(Reading database ... 116770 files and directories currently installed.)
Unpacking mantis (from mantis_1.0.7+dfsg-1_all.deb) ...
Setting up mantis (1.0.7+dfsg-1) ...
