It is possible for a program to be standards-compliant and badly-behaved at the same time. With notification-daemon, the same programs would be causing either a queue just as bad, multiple overlapping notifications (which is no use to anyone), or notifications which are too brief to read.

That said, if there is any part of <https://wiki.ubuntu.com/NotifyOSD#Flood%20prevention> that is not implemented, please report a separate bug for that, preferably with a test case.
