[Impact]

When listing the cluster templates, at the right there is a button with the label "Create Cluster", when selected a new dialog window is opened to create a new cluster, although the cluster template item is not pre-selected from the dropdown list.

[Test Case]

1. Login to Horizon (openstack-dashboard)
2. Go to "Container Infra" > "Cluster Templates"
3. Select "Create Cluster" from one of the templates listed

Expected Result:

- A new dialog window is opened with the option "cluster template" already selected with the template that was used to open the dialog window

Actual Result:

- The new dialog window requests to select the cluster template to use from the dropdown list.
