The smoking gun is file ownership: $ ls -l /sys/fs/cgroup/net_cls shows "piavpn" as the group owner.
As stated above, a temporary workaround is $ sudo umount /sys/fs/cgroup/net_cls
Or for a permanent fix, uninstall the PIA client and reboot.
Now that there is a FOSS version of the PIA client, a bug report was filed (still open): https://github.com/pia-foss/desktop/issues/50
