It's strange that the indicator-datetime version in my PPA doesn't fix the issue for you. It works fine for me, and the reporter of bug 1072019 just confirmed that it works for him.
Actually, Screen_1.jpg does not confirm the issue you say you have. Even if some folders in your $HOME have French names, the current locale might have been changed since your user was created. What does the command
