I don't think we can win either way, really, since LC_TIME is a conflated category: it includes both the general way that time is displayed (date ordering, 12-hour vs. 24-hour clock, etc.) and the translations of days and months. If your language and location don't have a complete locale in common then there is no single thing we can do that will keep everyone happy. However, it does seem like the lesser of two evils to get the day and month translations right, so I think I'll switch to that.
