I fixed this bug by going to Language Support and since I am dutch (from the Netherlands) deselected English (this is where generating locales went wrong) and installed the Dutch language. Now "Generating locales" went fine. After the reboot there were some updates left and these updates installed the English language again without any problems.
My guess is that the bug is within the en_AU.UTF-8 file of the locales package.
