Comment 136 for bug 249340

Expanding/ correcting my previous post, I 'd like to note that the mentioned affected releases are all 64 bit. After installing a 32 bit hardy locales are being installed/updated/removed without issues. Perhaps this a general hardware incompatibility when fully utilizing the 64 bit architecture?
