OK, I checked and the bug is still present. The package descriptions of both linux-headers-2.6.27-1 and linux-headers-2.6.27-1-generic say:

"Please read /usr/share/doc/linux-headers-2.6.27-1/debian.README.gz for details."

This file is not installed by either package.
