If fresh install used SynPS/2 touchpad, it should be that kmod add i2c_i801 in blacklist. In a newer kmod version, i2c_i801 is removed from blacklist.
You can check /etc/modprobe.d/blacklist.conf.
Please add i2c_i801 in this blacklist. and update-initramfs -u -k <kernel-version>. "lsmod |grep i2c" to check if i2c_i801 is loaded.
either blacklist i2c_i801 or "psmouse.synaptics_intertouch=0" will enforce PS/2 mode.
