+1, happens to me running Ubuntu 18.04 LTS on an MSI GT70 0ND with a Synaptic touchpad.

Currently I just press Windows key, type touchpad, press enter, tab a few times to where touchpad is set to off, and press enter to turn it on. Happens every time I suspend/resume.
