I would like to ask to set CONFIG_VIRT_CPU_ACCOUNTING_NATIVE=y on ppc64el kernel config in 3.16 kernel (14.10 and/or 14.04.2) to provide %steal number properly reported.
Historically, it was enabled, became disabled and later enabled again:
Ubuntu 14.04: # cat /boot/config-3.13.0-24-generic | grep VIRT_CPU CONFIG_VIRT_CPU_ACCOUNTING_NATIVE=y
Ubuntu 14.10: # cat /boot/config-3.16.0-23-generic | grep VIRT_CPU # CONFIG_VIRT_CPU_ACCOUNTING_NATIVE is not set
Ubuntu 15.04: # cat /boot/config-3.19.0-12-generic | grep VIRT_CPU CONFIG_VIRT_CPU_ACCOUNTING_NATIVE=y
