I had time to test..hope that I didn't make mistake.
I found way to reproduce with these simple steps:
1. Start Ubuntu
2. Plug printer cable (already on) -> printer still OFF (status: paused)
3. Unplug & replug -> printer ON (status: ready)
Always reproducible with those steps above, second plugging (after system start) will make printer ON.
