I can reproduce this on a Toshiba Portege M400 with a physical switch.
Boot all the way to desktop with kill swich on (wireless turned off) then toggle the switch, wireless never works.
Boot with kill switch off (wireless on) it more or less works most of the time. I have yet to figure out why it sometimes doesn't, but that's for another bug report.
