Please sync linux-ftpd-ssl 0.17.31+0.3-1 (universe) from Debian unstable (main)

Explanation of the Ubuntu delta and why it can be dropped:
Now the unique diff between package is that ubuntu binary package depends on
netbase, update-inetd and it is not necesary because it depends on
inet-superserver.

The Debian package compiles well in maverick pbuilder.
