I have the privilege of briefly having 2 XPS M1530s; the older one (delivered Jan '08) also has the A06 bios and never had this problem, whereas the newer one (delivered Feb '08) with bios version A07 also has the problem described above. Dell's website only offers A05, but I guess they are shipping newer ones. Neither laptops have wireless problems under Vista, I should add.
I've tried with both an installed Ubuntu (kernel 2.6.22-14-generic) as with a booted Ubuntu CD 7.10 on both laptops; i.e. it is improbable that it's related to a kernel option since I used the same unmodified system image, or boot CD for both.
I will attempt to find out if there are any hardware differences or BIOS settings which are different.
