Exactly same behavior here. Not sure it helps, but I can reproduce the error quite easy: connect to network "A" (WPA2 Personal), then to "B" (not-secure), then back to "A" - error triggered, no connection at all, cold boot required. Also, if connected to "A" and, for some reason, need to reconnect (reset the router, e.g.), the problem rises again.
My system is a Microboard Centturion Plus notebook (Brazilian brand). Any information needed, just ask!
