I was able to reproduce this bug on precise:

1. Install openstack on precise.
2. Run an instance
3. You should see this in the /var/log/nova/nova-compute.log:

2011-12-06 15:19:24.398: 2355: error : ebtablesCreateRuleInstance:1898 : internal error cannot create rule since ebtables tool is missing.
