As per discussion on irc, I've kept the removal of /etc/dnsmasq.d/libvirt (because otherwise dnsmasq could be kept in bind-interfaces mode even though it didn't need to be), but added a warning comment at the top of the file that any changes will be lost when libvirt-bin is removed.

Package re-dput'ed to precise-proposed.
