John Pugh, thank you for reporting this and helping make Ubuntu better. It is agreed if one installs package libreoffice (which includese libreoffice-draw) or just libreoffice-draw, libreoffice- pdfimport should be installed with it. So, the best way to go would be to make libreoffice- pdfimport a dependency of libreoffice-draw.
