Yes, it is. :D Only draw uses pdfimport. Having pdfimport be dependent on something else would not make sense.

Agreed. As discussed in https://bugs.launchpad.net/ubuntu/+source/libreoffice/+bug/966498/comments/1 , when one installs libreoffice, libreoffice-draw get's pulled in as a dependency. Hence, libreoffice-pdfimport should be a dependent of libreoffice-draw.
