I can reliably observe the problem.
Interestingly, if instead of "Apply" I click "OK" and select "Restart Now", I don't get the crash recovery dialog. Still, OpenCL is not enabled, so I'm guessing something is missing in the snap that makes OpenCL not functional. But I think the crash is only tangentially related: it's probably the code path triggered by "Apply" as opposed to "OK" that results in the crash.
