I confirm this as a problem in Kubuntu Hardy Alpha 5 (fresh install) on my Inspiron 1420. Xev still says that I am hitting Alt but it does not do anything:

KeyPress event, serial 31, synthetic NO, window 0x2600001,
    root 0x68, subw 0x0, time 14157100, (164,-5), root:(167,615),
    state 0x0, keycode 64 (keysym 0xffe9, Alt_L), same_screen YES,
    XLookupString gives 0 bytes:
    XmbLookupString gives 0 bytes:
    XFilterEvent returns: False
