Theoretically, PowerNV doesn't need a PReP partition
(because the Petitboot bootloader directly searchs for, and reads, grub.cfg files)
However, the partman-prep udeb packages ships the prep_sync_flag script,
which scans for all PReP partitions and sets (syncs) up their PReP flag.
I believe that script shold help with this problem, as it seems the lack
of the PReP flag being set causes grub-installer to pick up an incorrect device.
