I've had this issue for a while. The update manager window never comes up, whether I right-click on the icon and select "Update Manager", or if I run "update-manager" from a shell prompt. However, if I select "Check for Updates" or "Install all Available Updates" from that right-click menu, the progress dialog does come up showing what it's doing. If I select "Check for Updates" and it finds updates, when it finishes it updates the icon to reflect the number of available updates.
I don't know if it's relevant, but this is what I see in ~/.xsession-errors:
(evolution-alarm-notify:1980): evolution-alarm-notify-WARNING **: alarm.c:260: Requested removal of nonexistent alarm! compiz (decor) - Warn: failed to bind pixmap to texture debconf: DbDriver "passwords" warning: could not open /var/cache/debconf/passwords.dat: Permission denied
