May I add a comment to this bug as this was marked on bug 1763611 to be a duplicate of this.

I can confirm comment #10 here. I got long boot time after upgrading from Ubuntu 16.04 LTS to 18.04 LTS but there was one release in between. I just followed the update announcements.

I use Mate.

I don't use LVM.1763611

I did solve my problem by editing /etc/initramfs-tools/conf.d/resume.
