If the output is that which you posted in comment #25:

I: The initramfs will attempt to resume from /dev/dm-1
I: (/dev/mapper/xubuntu--vg-swap_1)

... then that is exactly what we *expect* to see as the output and it needs investigating why this does not take precedence over /etc/initramfs-tool/conf.d/resume for you.
