The upower change should make hibernation robust enough so that it
hardly ever fails after trying. If you don't have swap (or encrypted
swap etc.), the indicator now does not offer hibernation at all. It
will fail immediately now if you have very little swap/too much memory
usage. That error message is not displayed anywhere, though (the
indicator task).

It's not yet in Maverick, just committed upstream so far. I asked
upstream for a new release, and it's planned for today.
