Matthew, I don't think you will never find an algorithm that satifies all user needs.

My very personal opinion is, that the mouse battery status is irrelevant. Even if the mouse is going in 20 minutes, I still can use the touchpad of my laptop. I only want to see the status of my laptop battery.

If you want to satisfy all user needs, you should make it configurable.

My patch was only a quick workaround for people like me, that want the old behaviour of battery indicator.
