Found specifics around the new issue and a temporary fix.
The last patch/update from Elementary changed the referred file name to :
95-upower-csr.rule
Where it had previously been:
95-upower-csr.rules
Traditional .rules files are named with an "s" on the end. So any edits made as indicated in this thread did not work. Making changes to the .rule file followed by a restart fixed the issue.
