The newest version of hplip turns off plugin requirements for most printers.
If the plugin wasn't installed in the past on the machine, it negatively affects HPLIP supported queues:
- printing for devices which need a plugin for printing - scanning for all devices which uses HPLIP
I currently reverted the change, but it should be upstreamed - I reported it as https://bugs.launchpad.net/ubuntu/+source/hplip/+bug/1883898 .
